Place a deep, medium pot of water over high heat. Allow the water to come to a boil. Add the cauliflower florets and cook for 5-7 minutes, or until they have softened.
Strain the cauliflower (save the cauliflower water) and place the cauliflower into a food processor, or blender. Add remaining ingredients (minus the cheese) and process down. Once blended, add cauliflower water little by little until it reaches a creamy, sauce-like consistency. *This step may not be necessary if the sauce is already creamy. Use your judgement. Taste test the sauce and add any additional salt, pepper or garlic to your taste preference. Fold in the mozzarella cheese. It should melt in quickly.
Preheat oven to 375 degrees F and spray a baking dish with non-stick cooking spray. Cook tortellini according to the directions on the package. Once finished, place the tortellini into a large bowl with the "alfredo" sauce and chicken. Stir well and add to the baking dish. Top with the steamed broccoli and cheese. Bake for 10-15 minutes.
